In Device Manager you can expand the USB Controllers section and then double-click the various USB Hubs and you should then be able to see which devices are using USB power from the Power tab. Basically all I did was search through the USB hubs in device manager until I found the one that was powering the PCTV stick, then I rearranged the USB devices in the various usb ports so that the PCTV stick had a whole 500mA USB hub to itself.
